It covers the top half of the wheel (see next photo) and the gray sections are held down by double sided tape. However, it clings tight to the existing wheel, clasping it hard, and I was very satisfied by the look and feel.
This photo shows how the cover covers up the top half of the wheel, but no one will see the other side. Again, this cover clings very tightly on to the existing wheel.
