Default Rx300 p1663

I have searched on google for an answer and have been unable to find one.
So far I have replaced both Bank sensors, but I am still getting a code p1663.
After searching I noticed this was an electrical only issue.

Can someone give me a quick run down on how I would check if its either the wires or the ECM that is bad?
I have a multimeter, but I am unsure on how to check for bad wiring on either the connector or the ECM?

Did you use OEM sensors or aftermarket?
