Everything was checked verified and replaced with new or rebuilt parts.

My 1999 RX 300 has a hard steering wheel and we cannot figure out why.

No noises, PS fluid is good, PS pump rebuilt, PS lines re manufactured tested and replaced etc

I dont know what else to check. Can someone please shed some light?

What about the rack?

 

A bad strut mount/bearing can give you a hard to turn steering wheel. Not incredibly hard though, but just more effort than usual.
