please help I have a 2004 rx330 with about 143000 miles the timing belt snapped while I was driving around 40mph. The mechanic is telling me my engine is seized and he can not put the belt on. I need all the info I can get . Anything you can tell me to help??

Simple test is to turn the crankshaft by the crank pulley bolt.
What is preventing the crank shaft from turning can be wound up T belt. The front covers must be removed to establish that or to untangle the belt. Beyond that the mechanic has to move the crank shaft back and forth and even take the valve covers off to see movement of each valve. The next step would be to take the heads off.

So it all depends upon how much time(money) you want to spend in further diagnosing. Personally I would suggest to open up the front covers and take the belt out and hope that that is the extent of damage.
