1999 rx 300 Cleaned throttle body will not start

 

Retrace your steps.
Disassemble and make sure the slug is free to rotate 90 degrees (code specified the travel distance).
Check the thread and there might be washer which people drop. Check all hoses.

These days folks tend to forget any ground they unhook.

Last of all, it may take a bit of an effort on the first go to get started (longer starter time).
