ODBII Scanner software
OBDII is a standardized port reader.
They can be hand held independent readers or they can connect wirelessly or wired to phone [android/iphone] or to a computer. you would need an app for the phone or the computer.
The readers can be pretty basic to advanced. The apps/programs come with the OBDII hardware [or can be downloaded].
I have had no issues using a pretty basic code reader and then searching the net for the error code on the net. Based on how much money you spend you can use the capabilities of the app and get he answer without going on the net.
At the end, it is a tool and the skill to interpret the result, depends on your understanding of the observed data. Keep in mind that the observed data only indicates an issue with a sub-system of the engine. Skill is required to figure out if the sensor is producing wrong result or if the sensor is functional then what is causing an error.
Advanced [and expensive] readers can provide live data from sensors, but then again the user needs to know what constitutes a good/normal value.
With some readers you may be able to command to activate certain valves in your eval system.
Look at reviews for readers and make sure they have the features you need.

PS: If you want to invest in cables and tech stream software you would need an old version of widows [windows 95?] running native or emulated on your computer.
