I rather conveniently had to go to the dealership today, so I asked about them. These are the moldings and the clips to hold them to the bumper. They come pre painted. I might have to pick up a set too for when I get some new wheels.

Those little tabs are put on at the factory, at least for the RC F, if the state you register in has a silly rule (like utah) about tires and wheels being even the slightest bit outside the wheel wells... It's there to "extend" the wheels wells and make it legal to register
