$5K for a turbo kit is not bad at all. Putting little mods here and there will get you a little bit faster car, but not a huge difference if what you are looking for is more speed. We just don't have a whole lot of kit options right now, but I believe that will change. You can always spray it for a decent price.

I believe that when it comes to being smog-legal in CA, "guilty until proven innocent" approach is followed, if you have aftermarket equipment on your car.
If you have a turbo system on a non-turbo car, you will fail the certification, regardless of whether you pass the emissions test, unless you have the CARB exemption sticker.
Think twice, check twice, or get your smog certification in a trusted place.
Second on the comment from Vlad_Stein. Especially now that Smog II is coming to the Bay Area. All cars that are 5 years old are required to pass this more stringent requirement. Cars that are 4 years or newer are expemt from Smog II requirements but still have to pass the regular Smog requirements.
