Its starting in second to put less torque to the rear wheels and thus, reduce the possibility of wheel slippage (and engaging the traction control) when you have snow or ice under the rear tires.
It feels like less power because of the higher gear. The car is trying to help your tires stay connected to the road and maximize your control.
In the rain your tire is touching the pavement so launch traction shouldn't be a problem. I don't see the need or what the advantage would be to use the snow setting in the rain.
The snow mode in the IS300 will only open the throttle to 65%, so even if you floor it you are only getting 65 %throttle. The reason I know this is because my AFC tells me the % throttle. Im sure its similar in the GS.
