well...let me put it this way for you. Exhaust on our car has absolutely no noticeable gain what so ever. If anyone of you says you can feel that extra 3-4hp you're just trying to make yourself feel good.
OP...what are you looking for? performance? look? sound? if you're looking for performance than Joe Z is the way to go, but it'll cost you. If you're looking for looks and sound then do a little search, there are plenty of pictures, videos, and sound clip.

asking what's the "overall best" without defining what "overall best" entails is a vague question. what are you looking for? looks? performance? sound? price? axle-back, or cat-back?
the one you can buy from the dealership is the HKS lexus.
the favorite around CL is the tanabe.
the second favorite - and slightly louder - is the greddy sp2.
the loudest axle-back is the HKS hi-power.
the axle-back that lets you keep your warranty is the f-sport exhaust (but in order to do so, you not only have to buy it from a dealer, you also need to get it installed AT a dealer).
there are some axle-back jdm goodness like fujitsubo, blitz, WALD, and tom's, but they are expensive.
joe-z/PTS is a full cat-back design
so is megan
so is borla, iirc
you can use the megan mid-pipe w/ an axle-back. a select few use that set-up.
of course, then there are the one-offs that you can have your local muffler shop do.

I think the dB of the exhaust comes in to play too. Even though you didn't mess with the cats, if the exhaust is over a certain dB, then it'll be deemed illegal.
i doubt that an axleback can be illegally loud. the loudest exhaust i ever had was 4in catback. that was only kinda loud
