To make it more clear, ETC-PWR wouldn't provide as good of a 0-60 time as ETC-Normal since ETC-PWR causes the transmission to shift too early in the RPM range.

I haven't tried this to determine the validity, and I do trust you Gernby.

But, here's my question:

If the PWR mode is supposed to hold the gears longer, how does it shift earlier in the power band That seems contradictory.

It turns out that PWR mode is really just designed to FEEL like it's faster, not actually be faster. I've datalogged the difference between the three modes, and it's clear that Snow mode shifts about 150 RPMs below PWR, and PWR shifts about 150 RPMs below Normal. I can't take credit for the discovery though. Combfilter noticed the difference at the drag strip where his 1/4 mile times were consistently about 0.1 seconds quicker in Normal mode.

i think the reason PWR 'feels' faster is b/c the throttle is actually more responsive than in normal mode. whether that translate to power is another story, but the car def drives more aggressively in pwr mode.

This is a common misconception about drive-by-wire. There is no truth to it at all.
