I found this laying in the plastic underbody/tray thing under the engine.

I think the engine cover bolts go through that. I'm not sure though. The picture is kind of blurry.

It's not for the under-shields. But I can't think of anthing on our cars that use that kind of a spacer. Any work done recently to your engine?
