LMS Exhaust Heat Shield Issue

I finally installed my LMS Exhaust Heat shield. Now my cooling fan comes on all the time. It never did that before. The coolant is good and the temp guage has a normal reading. Maybe the heat is not dissipating. Has anyone experience this before. I have it installed on my 1999 GS300...
