Guys,
Underneath my car (98 GS400) looking up at the pumpkin of my transmission - there is a vaccum spout. However, there is no vacccum line attached to it and it is just sitting open. I am guessing there should be a line going on there otherwise it wouldn't be on the transmission - anyone know where it should route to??

Yah it is fine just like it is. If you plan on going off roading you can run a line from it up higher as not toget water in it.
