Question fast idle

HELP!? guys i could sure use your input. My 99 gs400 recently had a check engine light. The dealer replaced the entire throttle body with the tps and all related components. The car (up to the time the check light came on) used to start cold at about 1200 rpm for a minute and progressively drop over a couple of minutes to normal idle speed, maybe 700 or so. Everything was perfect. NOW, after the replacement the car idles at 1600 for 6 min. then drops to 1200 for 2 min. and then slowly drops to normal speed (700). by this time the temp guage is already half way up with full heat before the rpm is even normalized. after taking the car back and showing the shop manager the problem, a week went by and i was told this is normal and BEFORE the car wasn't right. well we went in the parking lot and started another gs4 and sure enough it ran at 1100 to 1200 cold! I said: "see thats the way the car should run." His responce was: "well that one is not running right either" WHAT RPM ARE THESE CARS SUPPOSED TO RUN AT COLD START AND FOR HOW LONG??????????
