Default Valve Clearance head scratcher

I'm doing valve clearances on my 92 sc400 1UZ. I'm using imperial #'s as that's what my micrometers are.

exhaust clearance spec is 0.010 - 0.014"

I measured a gap on #1 cyl rear exhaust at 0.017"
I pulled the shim and measured a 0.110 shim
I put in a 0.115 shim (# 72)

I then measured a gap of 0.007

the gap should be 0.012"

what gives?

I also turned over the engine by hand using a ratchet on the crank and did one rev to seat the shim and made sure the cam lobe is completely facing away from the shim/lifter.
