Default 92 SC400 check engine light dissapeared

I have TRAC light on and O/D OFF blinking light. Decided to find out fault codes according described procedure. But the problem is that my "check engine" light is not appearing as it should. It does not appear even when ignition is on and i am starting engine.
The bulb is ok i am sure, because before i changed capacitors for my ECU "check engine" light was on. Does anybody had such issues??

Finally i changed my ECU. Bought one refurbished with warranty from ebay. Check engine light operates now as it should and i can read out trouble codes of engine now normally. I have now code 28, but most likely not because O2 sensor, but of poor grounding somewhere... Could someone tell me or show where these grounding points exactly are?
