can you still get oil based paint

I just pulled my fenders and found more rust than I'd like at the bottom rear of the wheel arch. I'm sure most of you folks know this is where dirt collects and act like a sponge for moisture to rust out the already thin front fenders.
I went to my body guy who is a genius at matching paint. Here in Canada all automotive paint available to body shops is now water based.
Apparently driving the water out of the paint is a huge pain. So much so that he no longer paints complete cars.
Is oil based automotive paint still available in the US?
