RPMS Not Dropping, Completely Clueless

Default RPMS Not Dropping, Completely Clueless

To start off: i've searched my heart out with no results. Im a 10 yr professional mechanic that has owned several SC's and I have never seen this. (so lets avoid the check blinker fluid bull****)
The issue: If I blip the throttle, rpms raise as they should and go back to proper idle speed. HOWEVER, if i slowly raise the the rpms to 3,4,5 k and let off the gas.....the rpms stay at whatever rpm I let off at.
Another quick blip of the throttle and they will lower again. NO CELs
Im lost at this point.
Rule out:
-ECU has been rebuilt with new caps.
-Fuel Pressure tested OK.
-IAC and TPS tested ok and TPS calibrated.
-Smoke tested for vac leaks. OK
-Tested Throttle Hold Vac, ok.
-Throttle cable not binding

Im completely clueless, has anyone run across this?! Thank you!

Sounds like a cruise control wiring issue. Try checking for that and if the button isn't being held down.
