Default start problem

So heres whats going on. i have a 96 sc400 with a 2jz swap. when i turn the key over to crank the car nothing happens. after doing so searching we have found that we only have 4volts goint to the starter fuse. It Should be 12volts. i check the ign itself and voltage was fine. we hooked a jumper wire to the starter relay and the car cranked. Cant figure out why i only have 4v to the fuse. any ideas.
