Default Odd power steering issue

Today, I shut my car off at a gas station and came back and my power steering was making really awful groaning noises for a few blocks. I pulled over and opened it up, it had enough fluid, but it looked like a vacuum had formed and it sucked the hose completely flat. I opened the cap and tried to make the hose round and it worked just fine. What on Earth would cause that?
