Default Need some fuse/electrical help

Ok so my cigarette lighter, dome light, drivers side mirror(pass side is fine) and power locks are out. I checked all the fuses both kick panel and underhood and replaced any that looked old(they all tested good) and still nothing. the map lights work fine and the actual bulb for the dome light doesnt look at all burnt out. for the power locks when I hit the button I hear a clicking sound under the dash(by the steering column) This is the same sound as before just without lock/unlock function.

Aside from these issues everything else is fine...power seats, seat heaters, the map and door entry lights etc are all working. Are there more fuses I am un aware of for the problem items or am I missing something? Any help ould be greatly appreciated

Anyone? I see the lighter is a common problem, but there's no answers other than fuses, or connecting the blue plug. I did notice a wire seems to be spliced for no reason. could that have something to do with it?
