help finding cigarette lighter fuse

Real location 1999 rx300
With no luck from this forum, I have located the fuse box behind the little utility door to the left of the steering wheel. It resembles a pull out ash tray and is removable. The fuse box is clearly visible behind that door. This is the location of the interior fuse panel on the 1999 RX 300.

I've been searching high and low all day including searching this forum and many others. I just can't find the fuse box that houses the fuses for the climate control and the cigarette lighter. I looked all under the sterring wheel and it was nowhere to be found. I'm probably missing something really obvious but can someone please post a pic of where it is so I can know?
I'm trying to replace gear shifter light bulb; tried no. 74 however it still doesn't come on; maybe a fuse but I'm not sure where it's located.
