I believe you're talking about the ACIS. It improves power across all ranges of engine RPM: http://www.mkiv.com/specifications/ncf/ncf93/ncf067.jpg
It can be removed if you're going forced induction. I would also remove all vacuum plumbing, the VSV, and the canister.

didnt even get a check engine light- and my car is a 97 (obd2)
