Default butterfly in n/a intake mani???

what is the purpose of this? I assume it is like a tvis system. Also can it be done away with? Looks like a restriction to me. we are talking about a turbo car of course.

I believe you're talking about the ACIS. It improves power across all ranges of engine RPM: http://www.mkiv.com/specifications/ncf/ncf93/ncf067.jpg

It can be removed if you're going forced induction. I would also remove all vacuum plumbing, the VSV, and the canister.

I took the actuator off of the intake manifold once for a drive to work just out of curiousity, my car felt like such a dog. I'm still NA though.
