Default Cooling Fan Problem

Does anyone know what and why would cause the fan to continuously run in HiGH speed ALL the time. I realized something was wrong the other day when the noise from the engine sounded abnormaly loud. It is keeping my car temperature really low all the time. The fan wont kick down to low speed at all, wether i cold start it, drive or idle. Correct me if im wrong but the Thermostat stickinh either open or close would cause overheating. Im getting fluid through the radiator. Can it be the waterpump or some kind of fan sensor? Any thoughts would be apreciated. Never came across this problem before and a mechanic i went to was just as dumbfounded.

def sounds like a bad fan clutch, as long as this is the mech fan mounted on your waterpump you are talking about.
