Fan not rotating fast enough

Default Fan not rotating fast enough

My engine fan on my 1993 SC300 doesn't seem to be rotating fast enough. I'm thinking it's the fan clutch. Or is there another reason why the fan isn't rotating at its normal speed? Are these fan clutches easy to install?

Doesn't seem to be, or isn't...

Without looking, I believe that car has a thermostatic fan clutch, which means unless it's quite hot, it may not spin as fast as it seems like it should... Is the car getting hot at a stop?

at idle it shouldnt spin that fast. if you raise the rpm it should spin faster.
