TPS Closed voltage?

TPS Closed voltage?
Does anyone know how to set the TPS using a voltmeter? I've searched for an hour on here and can't find it. I cleaned my TPS in order to try to solve a hesitation (new cap, rotor, wires, plugs, air filter, cleaned TB and checked vac lines) and now its idling very high, among other things.

^^that right there is what makes it so hard to find accurate information sometimes. Did you actually test to see if it is 0 volts and 5 volts? I'm wondering this myself, and it doesn't do any good having two sets of info, with no recent follow-up replies at all to confirm or dis-confirm this information. Anyone know for sure?
