no need at all. just make sure you seal between the lens and the housing real well

You can use basically any kind of silicon. What i do is use the existing glue that you have left, theres plenty in the recess in the housing. just heat it back up so its soft enough to press together, heat again, press, and repeat until it sits right. Then before putting those little metal clips back on, run a bead of silicon around the lens-housing joint around the whole healight. Let it dry overnight just to make sure its sealed up nicely. Also, be careful not to get the silicon on the lens. Its a real pain to get off.

if its heat resistant, you dont want to use it. Its really up to you, just make sure when its heated it softens up so you can reopen your headlight. Ive used RTV plenty of times just to run a bead around the outside. For the main seal, i just use the sealant already on the headlight. I havent had a leak in any of the headlights ive opened. Ive probably done around 10-12 pairs now all without a hitch. im sure permatex blue works great though

mmm paint is no good.
i would try to get rid of the old sealant. At least the outer stuff so that the inner sealant gets exposed. Use some shears or a knife so it doesnt crack the lens but you can cut it off. That might even clean it up enough to reuse =)
