Default 1992 sc400 fuel system problems (I think)

Hi all, this is my first post here. My sc400 has 102,000 miles and is always ran on 91. It runs pretty rich and the fuel tank always has a ton of pressure when I unscrew the cap. Also, sometimes, especially when it's hot out, the car cranks for a bit longer and when it finally starts, it idles too high and has very little power. After a few minutes it starts really idling poorly and jumping around until it finally smooths out and runs perfectly again. I believe this is a fuel pressure regulator issue, but I want your opinions before I spend $130.

(btw the fuel pump was replaced a few 1000 miles ago and it has new spark wires, plugs, and rotors)

I went through similar problems on my '94, although not the idle stuff, and eventually found that one of the fuel lines (I think it was the return line) was a very loose connection at the bottom of the tank, which was allowing fuel pressure to drop after shut-off.
