I just activated the in car internet service/hotspot which is a 30 days trial from AT&T. They are offering $5 discount (only applicable today) for the monthly plan ($20 for unlimited data).
Does Lexus allow to change the service provider? Can I put T-Mobile sim and get the car added to my existing plan or I am forced to use only AT&T if I want this hotspot service?

you’re forced to use AT&T. There is no Sim, it uses a eSIM.
True. For all models, no matter the make, including Lexus, Verizon will no longer support the hot spot. ATT seems to control the market, but I see class action suit for allowing just one provider access to this feature when many have other providers. Just switched to Unlimited Plan, and can use a Verizon Mobil device to connect my personal Hot Spot for passengers using my Unlimited Account.

IMO, it's an unfortunate decision by the Lexus. From implementation standpoint, they could have easily just given a sim slot or service changing capability for owners to decide.

I suspect over time options and hidden menus will be documented, just speculation.
I asked Lexus about being able to change the carrier assuming that they use an eSIM. their response was that they use a SIM and that it's located within the HUD module and would require going into the module to change it. Is there a source indicating that an eSIM is the current solution for the data network? thanks.
As a non-ATT customer I just paid $200 flat for 12 months of unlimited service so my wife can what’s app with her family in Honduras through WiFi which saves me about $200 a month when she called via cell service which was charged at an international rate.

Lexus could contract with any provider. They chose ATT. There is no monopoly here.

Just a quick follow up on my comments above. I asked Lexus about their response about using a SIM given that several people on this forum seemed confident that Lexus uses eSIMs. their response was that their information indicating that they use a SIM was correct. I would appreciate a source indicating that they use an eSIM. thanks.
