Cruise control and ped icon
The pedal icon disappearing when cruise control is activated in a Lexus indicates that the system is now controlling the speed, allowing you to take your foot off the accelerator. This feature helps reduce driver fatigue during long drives.When PDA detects a pedestrian, bicyclist, or parked vehicle ahead, the system may gently and automatically decelerate the vehicle as a preventative measure.
This deceleration can occur even if the driver's foot presses down on the accelerator. The driver must apply the brakes if the situation requires more significant deceleration.
Proactive Driving Assist may also apply a gentle steering input to guide the car away from the person or object ahead. But for that to occur, there needs to be sufficient space to move laterally within the lane.
This functionality operates when the vehicle speed is between approximately 20-35 mph.
So therefore, normally when you operate cruise control you are going faster than 35 mph or 56 km per hour.

I've not actually ever seen the pedal icon myself, but as I understand it the pedal icon is supposed to indicate you've got your foot on the gas pedal in a situation where having your foot on the gas pedal might not be a good idea (along the lines that the Pre-collision system is saying "WTF are you doing?")
There is a kinda pedal icon. In Cruise Control, when tracking a car in front, a white car appears on the HUD. If you press the gas pekal, the car disappears. Also does this for PDA when approaching a car in front and the car slows and you press the gas pedal.
As Droid 13 has indicated, there is plenty of logic going on in the background when these systems are activated. It's like a pyramed structure where one system can trump over another in priority. With Radar Cruise Control activated a number of sub systems are also activated to assist with the radar's functions to prevent a forward facing collision. Traffic Lane Lines are traced to keep you in the lane, braking assist is utilized so that you don't run into the back of the car in front of you, once at a full stop you have approx 15 seconds while the system says it's 'waiting' for the car in front to start moving so it will move your car. After that time you need to tip into the throttle to get the car to go again and resume cruise. The newer Traffic Assist can see more than just the one car in front of you and has enhanced stop and go abilities in traffic congestion situations. While Radar Cruise is active you're still having the car look out for all possible collisions since it has control of the acceleration of your car, superseding the other Pro Active features to avoid pedestrians and bicycles etc. They're all actually working in the background to total up as it were and give you a smart cruise control.
One thing I would point out is that the recent upgrade to earlier model years ('22-'24 I think) to get the Proactive Assist, mine being one of them, is that it doesn't function like cruise. It will slow you down if there's a car in front of your path, but when you're down say less than 5 mph it gives up slowing you down. You must take control of the braking unlike having cruise turned on. If you don't stop you should get the big red alarm yelling at you stop and it should (I haven't actually had the ***** to test it out) give you a harsh emergency stop.

Yesterday, was the first time the Pedestrian Icon pop up on my HUD since I got my car a year ago. It was not a pedestrian but a motorcycle.that next to me while I was at a stop light. I have never seen it pop before even with pedestrians crossing the street.
