It's a handle to slide the sun visor rearward when positioned to block bright lights from the side (position #3) in the attached image).

Sorry, I'm just not getting it. But I can see that the text/pictures helps support your explanation, but the text/pictures doesn't DIRECTLY explain that.
I am of the opinion that this is Lexus overengineering. The customer is the one who suffers because the cost of this stupid thing goes into the price $$$$ of the vehicle !

I can see that it MIGHT be a 'handle' used to swing the visor away, but I've never seen such a (stupid, unnecessary) thing in any other car!

That slit is actually meant for toll tickets for those highways/states that still have them. Not every state has EZPASS or electronic toll transponders.

Interest in this topic is a lot more widespread than I would have imagined . I found similar questions posted on numerous other forums (not just Toyota/Lexus vehicle forums).
"What is it?" opinions fall into 3 categories:
-1- Parking/toll ticket holder (the most popular by far)
-2- A "handle" to avoid greasy fingerprints on the fabric when repositioning the visor
-3- An acoustic control device

With some research, I found the attached representative information (refer to attached images):

Top image is copied from the United States patent for a sound-absorbing sun visor. The perforations are actually in the substrate (sound passes readily through the cloth covering) and there are no patent claims that refer to the "breathing hole" mystery piece as an acoustic control element.

Next image was copied from the 2010 RX owners manual, and shows the same "mystery part" on the rear of the sun visor (I added the dashed ellipse to highlight it). This means the possible acoustic enhancement had already been in use more than 5 years before the "sound absorbing sun visor" patent application was filed. Thus, the part would have been prior art and blocked patent consideration if claimed.

Third image was copied from the 2019 NX owners manual. Here, a similar or identical part is being used as a guide for a sliding panel that extends the visor when deployed. Lexus effectively reduced the cost of the 2022 sun visors by opting to eliminate the sliding panels and instead enabling occupants to shift the entire visor rearward.

Final (bottom) image was copied from a Kia forum and shows the owners manual for a Kia car sun visor. Here (last sentence) the similar part is clearly identified as being intended as a "ticket holder".

Not sure about design change for 2022 as my 2017 NX does not have this feature.
