Auto Headlights

Anyone notice that for the first few mins of driving at night the brights don’t turn on if the ‘AUTO’ switch is on? They flash ok, but they don’t turn on if I push the stalk back.

The auto-dimming feature does not work at speeds below 17 mph. Could that be why?
