Unfortunately, the symptoms of intermittent operation ("blinking"), followed by complete failure, are classic characteristics of LED thermo-mechanical wire bond failure. This type of failure occurs when the fixture designers sacrifice reliability in favor of brightness, or if the LED cooling system (often a miniature fan) fails. There are other possible causes, such as a loose connection or a rodent chewing on the wires, but wire bond failure is more common in high power LEDs than either of those causes.
The wiring and connector may not be accessible without removing the front bumper cover, so there is not many diagnosis actions that are practical. You could try tapping on the failed fog light while it is turned on, to see if there are any short bursts of light output that occur. If the fog light fixture lens is clear, and the LED chip(s) are visible, you might be able to see a black dot on the LED surface where the wire bond fused.

Check 10A dome fuse in the engine compartment and 15A power outlet No.1 fuse in the left end of dash instrument panel.

For the dome fuse not sure to know which one it is.
but I have checked continuity of all the 10A fuses in this fuse box and all seem to be ok...
for the 15A power outlet fuse, I checked it too and it is OK...
Is there any switch anywhere in the car to stop light and power outlet in the trunk?
If you have other ideas, it would be welcome!

Check 5A ACC fuse instrument panel. Two red arrows are pointed to the ground wires. If you know how to read the electrical diagram then here you go, if you don't then let me know.

thanks. I am not an expert in electricity but my understanding is that a blown acc fuse could prevent to switch on the relay sending current to rear plug outlet.
Actually I have now real doubts if my problem really comes from fuses because I checked all of them including the 5V acc one and everything seems OK on this side.
Also I wanted to clarify (to avoid any misunderstanding):
When I am talking about trunk power outlet and lighting, I mean in the luggage compartment.
I do not know whether those have been working in the past because the car was used when I purchased it at Lexus and I never paid attention at this until I wanted to use the plug to connect a small air compressor.

You have 3 power outlets: No.1, the center console for driver. No.2, the back of center console for rear seats and Rear No.1 (luggage compartment).
Test the green wire for power with the key switch to acc. If there is no power, then test the two ground wires with the red arrows pointing at them. If both ground wires are good, then check the P/Outlet relay.
