I brought my suv to a Lexus paint collision center for paint damage on my car. They said it was from water damage and sun damage that caused the clear coat to lift. I do park outside mostly and live in the south.

They quoted about $400 to buff and repaint the panel. Is this fair?

Sounds reasonable but you should always take it to different body shops for quotes.

I bet that dealer outsources to another paint shop anyway.
