Leo's Muffler here in Kings row San Jose made my dual exhaust. They specialized in custom set up and very affordable price. The exhaust sys is made of 2.5 aluminized steel. It has 2 magnaflow glass pack resonator and X pipe that balances the pressure. I choose to delete the muffler for more aggressive sound.

If you take out the 2 cats does it effect when you have a smog?

Sensors, no, Visual, yes.
Is this the going rate of a simple pipe fabrication? Sounds a bit expensive.

Any time when you tamper with smog equipment, you will fail smog. At least the visual inspection.
If the exhausts pipe deletes the cat , it will fail. I believe the same goes for deleting the mufflers.
Technically, it is street illegal since you deleted the cats. By law, you are not allowed to tamper with the cats.
