They tap into the turn signal wires, one is positive when signal is on and the other is ground.

No, that is an after market cover that is designed to be molded on to the SC OEM mirror. Gives the car a more updated look I guess.

Those are hard to find, you will have to search on the Japanese sites to find them.

It was popular back around 2001+ because the 2000 Mercedes Benz CLKC63, and a few other high-end model cars, came with them stock.
