Stiff throttle after cleaning

Default Stiff throttle after cleaning

I just recently changed the oxygen sensor just in front of the catalytic converter, 4 ignition coils, and the VVT valve to the rear bank on a 2000 ES300 and I also cleaned the throttle body and the MAF sensor to get rid of a rough idle and a hesitation during acceleration. After this work, I unplugged both battery cables and clamped them together for at least an hour in order to drain all capacitors for the ECM and then I restarted it for the computer to retrain itself. The procedure was taught to me by a Lexus mechanic.

Every thing runs much better now, actually it accelerates like a rocket on the open road. However, at low speed the gas pedal feels very stiff up until about 25 mph. If you stomp it then the cars just about spins the tires and then it accelerates and the gas pedal feels normal again. Has anyone had this happen to them? All can think is maybe something is in the way of the throttle cable or something similar.

Also, are their any opinions on the procedure to reset the computer and if it is really necessary.
