What is this called?

I need one of these to hold these little flaps on underneath my '05 LS430. I went to local Toyota dealer and he couldn't find them on his computer system. Lexus is 1 1/2 hour drive and I'm hoping on of you know how and where to get locally or at Toyota. I've included a pic of the flaps.

if you give them the part number of the flaps they should be able to pull them up, they are called nylon nuts
