I have a 2003 GS430 with less than 1000 miles. I was wondering if I could drain the oil and put in Mobil 1 syn oil in without changing the filter.

I would go ahead and change the filter anyway. At least on older cars (Lexus have a higher tolerance in mfg) the first 1000 miles was where you typically have a break in period that wears down any imperfections in cylinder walls, etc. with a greater chance for something bad to get into the oil.

However, I recall that some automakers recommend against changing oil earlier than first 5K, not sure why.

Moving this to maintenance forum where some of the lexus techs can have at it.

 

When you switch oils or switch oil weights, do change the filter.
