Default ES300 Vibrating Question...please help

I have a 93 ES300. Anyhow, my car is doing something weird. From 0-60 mph, my car drives beautifully and smoothly, like gliding on water. And from 70+ ...the same thing. But around 60 and 65mpg, the front of my car is vibrating. It seems to be mainly coming from the passenger side front tire. I took it to the mechanic and he said that the front passenger tire was "cupping" ..meaning that the tire was like coming over the rim. Anyhow, he roated them and moved that tire to the back so I wouldnt feel it as much. But, it still does it. The steering wheel will shake, along with the whole car. IT does this around 60 and 65mph and also when I brake hard when slowing down?!? I just ordered a new set of rims and tires...will that fix the problem or is it something else, like the strut or shock or axel, etc? I have no clue. Any ideas or solutions??

My dad had this problem with his LS. It was the damndest thing because it would ride fine until 60 and at higher speeds but 60-80 was like hell on earth. No one could ever get it balanced until one day a shop I tried got it to turn true. We ordered some new tires for it right after that and it hasn't come back since.

My guess is the new rims and tires will fix this right up.
