I bought the 99 GS400 with 142K Miles from a small dealer with no records of the car service. Prior to buying this car, I ran the vehicle history report but there is no record of any type of services were done at the Lexus dealer or Mechanic shop. As far as wat i'm concern is how can I tell if indeed the timing belt and water pump were or were not change by any previous owners? Please give me instructions on how to check for the items that I'm concern.
Any advice is greatly appreciated...

There really is no way to tell for sure, until you get in there. By that point you might as well replace them LOL.
and even once you get to the belt, you'd be hard pressed to tell its age... you would be able to tell if it is failing currently, but that is about it...
I paid about $1000 more for my car over other potential ones because it had all the records with it
