don't make multiple posts for the same thing, it is very annoying...
that being said, this post is more clear than the other one... your problem is not a very common one - most still blow air, but don't have cold or warm air...
start with checking fuses... if it were mine, I'd pull the glove box - should be able to gain access to the blower motor... once access is gained, use a voltmeter to see if the motor is being supplied power... if it has power, then the motor is bad, if no power, then probably a fuse / controller...

relays are not fuses... they are relays... google "relay" for a more in depth description...
relays do go bad, but not very often... the easiest way to test if a relay is bad is to swap it with a known working relay, there are often many in the fuse box under the hood, so pick one that is the same size and pin arrangement and swap it... it helps to know what you are swapping it with so that you know it was working to start - ie the headlight relay - its pretty obvious if it works or not, so if its the same size as the fan relay, this would be a good one to try...
I don't know the RX300 fuse box, but, its my guess that those relays listed as fans in the under hood fuse box are for the radiator fans, not the a/c fan - usually it is listed as simply "a/c" I believe the RX has a fuse box inside the vehicle as well, don't forget to check those as well...
at last, a disclaimer... if it turns out to be a fuse, chances are there is something else wrong that caused the fuse to blow - they don't just wear out (though I have seen it, it is very rare and usually caused by a manufacturing fault and/or vibration)...
