2000 RX300 Air Filter
Hi Folks,
Does anyone out there know if it is safe to take the filter out and wash it with soap and water ? Also where is it located, it is omitted from the manual and what tools are needed to remove it.

Welcome to CL sbeilen. I think replace it with new one would be the better way to do it and you don't have to worry about water or soap contaminate your air flow meter.
If you do the search under the air filter I'm sure you will find at least 1000 threads about the air filter and the location and the DIY.

Which Air Filter are you asking about? Engine Air Filter or Interior Air Filter?
