IS300 Brake Issues??

IS300 Brake Issues??
My father has the following issue:
2003 IS300 Sport Edition
9500 miles....
Just had to do a four wheel brake job.....$700 worth at that.
Something seems odd about that. Anybody have a similar experience? I mean it's not like he's been driving around with the emergency brake on so it seems verrrrry strange to burn through a set of brakes that quickly. Mostly city driving (Chicago) and he's not one to overdrive it, slamming the brakes to stop.
Hope somebody has some ideas....
