That sounds like the OBD1 procedure... I think it is a different procedure with OBD2... :
I finally located a local tech who confirmed the procedure for clearing the airbag light without a scan tool was the same for OBD1 & OBD2 - At least on the 97 Avalon. I make no promises regarding other OBD2 vehicles.
In conclusion, I read the instructions posted on CL. I used 2 different colored wires to help me remember which one was TC / AB & I used the negative battery terminal as my ground. I got it on my third try.
It also helped to have my son observe the cluster lights from outside the vehicle (just in case I had a major screw-up)
