I just noticed the other day for the first time that only the inner rear tail lamps light up.
There are 4 total, the two on the outer quarter panels and two on the tailgate. When
my lights are turned on only the two on the tailgate illuminate. When I brake all four
light up. Has anyone else noticed this? Are my bulbs out?

Yep,
The outer bulbs in the quarter panels are burnt out. I have replaced one of mine and seen a few LX/Landcruisers out on the road with these burnt out. Simple fix with only a screwdriver...go to the parts store and get the bulbs.
