There are oil treatments made to loosen up oil rings. While they can be worn, it's also likely they are seized from deposits, preventing them from floating and moving like they are supposed to. They are NOT rigid rings that constantly wear at they cylinder walls. Modern technology. I am certain of this based on several mechanic articles for Lexus and toyota engines.

Best treatment is 20 min at 100+ on fresh oil......if they have any chance to move if seized that will get them moving again.

Hard to tell condition unless valve covers have come off or endoscope. If previous owners are one of those num nuts that go 10,000 miles then you are on thin ice lol but putting in a bottle or 2 of liqui molly engine flush and letting it run a bit and drain when warm fill up with 5w30 minimum not Toyota coz it’s crap and keep oil changes to 5k miles or 6 months whichever comes first. Should keep it going if no damages has been done yet
