TECHSTREAM and BRAKE FLUSH?
after the previous owner had the dealer do a brake flush some 60,000 miles ago it is due for another one
and I have a very good trusted local mechanic who is certainly capable of doing it
but what is this requirement that TechStream is necessary or has to be involved, why?

No, you likely won't need it if you don't let the reservoir run dry and allow air into the ABS block and if you have a high level scan tool you can set the block for bleed mode or even better if the tool can do it have it run the automated bleed. It's rare I ever need to actually use a scan tool on an abs car as long as I do not let it go dry.
This is one service worth going dealer to. Few people reported dealer cost $110. Do DIY only if you feel very confident and know what you are doing. There are threads on how people did it. Any screw-up can potentially cost you $3K.
It’s a two man job with Techstream. It’s a bit complicated. It’s something I’m worried to do it by myself too even I’m a diy’er. The price to do proper brake flush is around $350-400 at the Lexus dealers and at the Toyota dealerships. It’s not $110. Last time I paid Lexus to do a ‘brake flush’ was $95. All they did was sucking old fluid out of the reservoir and filled with new fluid.
