I just put on new winter tires and there’s a whirling noise when the wheels spin that I have not heard before is this normal for new tires or is there something wrong

it is most likely your tires. Different tires create different sounds.

Winter tires are normally pretty noisy or they are out of balance.

+1, winter tires are not quiet.

Aggressive tread, soft compound, and many, many cuts in the tread's surface all collude to be quite a bit louder than any fair-weather, non-truck, tire.

Remember, snow tires are meant to have as many little edges biting into the surface as possible.

Is the whirring metallic in nature? If so, is likely that they bent one of your rotor splash shields and it's now making contact with the rotor. This can easily be fixed by removing the wheel and bending the splash shield back into place and away from the rotor.

I’ll listen more closely, but I don’t think so I’ll post back

If it only occurs at speed then my suggestion is likely incorrect. A bent splash shield will start making noise the moment you move the car.
